On Tariffs, Blame Congress Too

The tariffs merely imposed yesteryear President Trump are, of course, terrible policy. Mr. Trump deserves the starting fourth dimension work of blame for making decisions that no sensible economist would advocate.

But let's non permit Congress off the hook. Over many years, Congress has passed the laws that give the President a lot of discretion over international merchandise policy. The supposition is that the President could live on counted on to human action responsibly. That supposition has instantly been proven wrong. Congressional leaders should intend hard, inward a bipartisan way, almost how to revoke, or at to the lowest degree severely limit, those discretionary powers.

Update: Several senators are proposing a bill to rein inward the President's power.
